Roses need a lot of sun, water and good air circulation, and without them growth and flowers suffer. Replanting or transplanting roses is not difficult if you keep a few things in mind.
You will have less work if you transplant your rose when it is dormant. The weather is cooler and the plant itself weighs less if you have already pruned it back at the end of its growing cycle. Because the plant is not actively growing, it can accept the shock of being dug up and moved better than when it puts out new growth. When you must move the plant during the summer, move it in the early morning before temperatures rise
The day before you dig up your rose, provide it with plenty of water.
 Plant to absorb as much moisture as possible before the move.

Dig up your rose, loosening the soil around it with a garden fork. Using a fork first, helps avoid cutting off large roots before you locate them. Switch to a spade and dig up as large a perimeter around and under the plant as you are able to move. The more roots you preserve, the quicker your rose will rebound once planted.
 If you cannot plant the rose immediately, place it in the shade and cover the root ball with moist burlap. Once you get your rose replanted, trim off some of the foliage if it is not completely dormant. Water the plant heavily, but do not add any fertilizer until new growth appears on the plant.
Care of roses is not difficult. Though roses are still viewed by many as a troublesome and hard work plant, the truth is, the problems don't usually arise from the roses, but from how they are used. Almost all problems can be solved and even avoided all together, with proper care of the plants.
